Socio-Economic and Rural Advancement Association (SERAA) is a regional based non-profitable, non-political and non governmental development organization (NGDO) was established in the year of 1997 by a few like-minded social workers in Netrakona district with a view to improve the socio-economic condition of the rural targeted poor families especially ultra poor households.. SERAA has vast experience on basic literacy project implementation, life skill training provide& conduct and right based activity. It has experience also on sustainable livelihood development and food security of targeted peoples and social awareness raising, impart IGA training and social mobilization activity. SERAA has excellent linkages with the community, local elected bodies, Local, National and International NGOs & Government departments. It has been working for the quality improvement of the underprivileged ethnic/tribal communities along with other minority and majority communities without distinction of caste, creed and religion for nearly 18 years and earned reputation in development sector.

SERAA has been functioning voluntarily since 1998. With the passage of time and involving with rural people through program implementation, the organization feels for its registrar’s and through formal procedure registration had been taken from the DSS and NGOAB, GOB. SERAA is enlisted with DYD, EC and MOCAWA and it has alsoIncome Tax Certificate (TIN) No: 867-300-0017/SA18/Netra. and Vat Certificate No- 17081027612.

Present Working Area: Netrakona, Mymensingh and Sunamgong District in the North-East part of Bangladesh.

Target Group: Destitute Women, Adolescent Girl, School Going Children, Dropout Children, Unskilled Youth, Vulnerable Group and under privileged community of working area.


Brief Description of Assignments Implementing Experience of SERAA:

SERAA has outstanding more than 17 years experience on different type of education, livelihood development. water and sanitation, human rights, food security. training, relief & rehabilitation and environment development project/ program implementation.


Some remarkable implemented and ongoing activities/projects of SERAA are as follows: -


Adult Literacy and NFPE: SERAA successfully completed adult literacy course with 150 man & women through 5 center operating for the targeted families and 5 Non Formal Primary School for 150 droop out children in the period of 2001-2003 at Sukhari union of Atpara upazila of Netrakona district with the support of PROSHIKA Manobik Unnyan Kendra.


NonFormal Primary Education (NFPE) program: SERAA has been successfully implementing Non-Formal Primary Education (NFPE) for the drop out children and who are out from the light of primary education at hard to reach and haor area Atpara & Madan upazila of Netrakona district with the financial and technical support of ESP, BRAC since 2003. At present 20 schools are running and 600 learners are taking primary education in different class (Class one to five).


Literacy and Numeracy course; SERAA successfully completed literecy & numeracy course with about 6000 ultra poor women of Madan, Atpara & Kalmakanda upazila of Netrakona district under IFS program with the support of LGED and WFP.




Early Childhood Care and Development (ECCD)/ Pre Primary Education: SERAA has been implementing successfully ECCD program at Atpara, Durgapur and Purbadhala upazila with the support of Campaign for Popular Education (CAMPE), Community Contribution and own initiative of SERAA. At present 20 schools/centers are running and care & development activities are continuing with 645 children.


Community Education Watch Group (CEWG): SERAA has been successfully implementing education program (PROTYASHA project) through CEWG as partner and member organization of CAMPE with the support of DFID at Purbadhala and Durgapur upazila of Netrakona district. CEWG is formed with teachers, guardians, UP member-chairman, journalist, religious leader, community leader and local elite at union level. CEWG play watch dog role to ensure quality education for all. Different type training and campaign activity such as guardians meeting especially awareness raising meeting with learner’s mother, SMC meeting, Droop out children identified, enrolment, publicity and sharing meeting with teachers, SMC, LEB, Media representative and local education administration. Skill development training, workshop, orientation, networking & advocacy are the main activity of this project. Presently working with more than 100 primary schools in Netrakona district.

 Promotion of Legal and Social Empowerment of Women (PLSEW) : This project implemented by SERAA with the support of GIZ and MoWCA. It has already proved its great impact to the poor and illiterate women of Netrakona. We could trained up local Shalish members and UP members on Salish facilitation, women rights, family laws and gender related issues. We also aware the community people on women rights and gender issues. Local administration and civil society of Purbadhala and Khaliajuri have appreciated the activities of the project

 Environmental Sanitation, Hygiene Education & Water Supply Project for Climate Vulnerable Area : SERAA implemented this project in Atpara & Purbadhala Upazila of Netrakona District with the financial support of Bangladesh Climate Change Trustee Board through PKSF. Provided services are as follows: Base line survey, CAP Preparation, Orientation, Training, Gono-Natok Show, Village Sanitation center establish and management, Deep Set tube- well, Community Latrine and Ring-slub Hygienic latrine installation, Nursery Developed, Awareness raising of community people and capacity building of LGI for behavioral change on WATSAN sector. Compost preparation, Sharing meeting and workshop. Impart skill development, capacity build up and awareness raising training were main activity of this project.


Child & Woman Rights Advocacy (CWRA) Project: SERAA  successfully CWRA project with underprivileged 150 children and 150 disadvantage vulnerable women at Sunamgonj Pourashava for advocating and building awareness of community regarding the rights of the child and ensure primary education with the support of UCEP-Bangladesh. This project has been successfully in bringing a great impact in the society by motivating more and more children to be sent to schools, prevention of early marriages, child abuse and child trafficking.


Skill for Un-employed & Underemployed Labour : SERAA implemented this project in Sunamgonj district with support of Swiss Contact. Provided services were Awareness buildup and different campaign for skill development of under prevailed target people and Skill training provide to the un-employed & underemployed labour on Food processing, Mobile phone servicing, Electric House wiring & Handy craft etc.

Vulnerable Group Development (VGD) 0: SERAA has been successfully implementing Vulnerable Group Development (VGD) Project at Dakkin Sunamgonj & Sunamgonj sadar upazila of Sunamgonj district with the Financial support of Deferment of Woman Affairs (DWA) under MoWCA. Different type of activity such as Group formation, Savings create and training provide on social awareness and suitable IGA to the VGD women are carried out through this project for mainstreaming to the VGD women through lively hood development. Previously SERAA has successfully implemented this project at Durgapur, Atpara, Khaliajuri, Madan and Kendua upazila of Netrakona district



Rehabilitation of Unskilled Male Migrant Workers (PVHT-RI) Project : SERAA has successfully completed under this project Setting up Small Business for poor unskilled male migrant worker. Advocacy with District Legal Aid Committee for ensuring victim’s legal aid support, Quarterly Meeting with GO, NGO & relevant support organization (based on assessment report), Police station/Thana Visit, rescue & provide legal & psychosocial services and impart skill development and IGA training for employment generation of target group at local level.


IFSP : SERAA has implemented Integrated Food Security Program (IFSP) at Atpara, Madan and Kalmakanda Upazila of Netrakona district with the financial support from LGED, WFP & Concern worldwide, Bangladesh. The main objective of this project was to ensure food security of ultra poor households through skill development and creating asset and improve the nutritional level of target community.


SHEWA-B : SERAA has implemented Sanitation, Hygiene Education and Water Supply (GOB-UNICEF) project in Ishwarganj Upazila under Mymensingh district with the financial support from DFID. Improve standards of hygiene practice and behavior on a sustainable basis whilst ensuring adequate sanitation and safe water supply in un-served and underserved areas particularly for the poorest. Water and Sanitation is a complex subject in the development matrix as it directly is related to behavior, psychology, culture and education of the community people.


FS-SFC : SERAA has implemented Development of Soil Management Tool to Improve Food Security of Haor Dwellers project under FS-SFC (2006) as partner of DORP with the support of MOA & EC. The Bangladesh Poverty Reduction Strategy Paper (PRSP) highlights pro-poor agriculture and rural development as a key part of its primary strategies and environmental sustainability as one of four major supporting strategies. In accordance with these priorities, the GoB in conjunction with the EC have provided funds to address the dangers that degraded environments and ecologically disadvantaged areas, as evidenced by low soil fertility, have on agricultural productivity and consequently on the nutritional and economic well being of poor farmers in these areas. The Soil Fertility Component of the Food Security Program (FS-SFC) is being implemented through governmental institutions, and therefore will function as a major tool for improving government capacity and capability.


Disability Prevention and Rehabilitation Program: SERAA thinks and belief that they are not disable, they are differently able. SERAA has been working to rehabilitee and mainstreaming DAP. DAP get priority in to the different development activity of SERAA. Such as education training and IGA


Human Rights, Good governance and Advocacy Program:

SERAA has been working  with Human Rights, Good governance and Advocacy Program from its inception for the view of establishing a society with peace and harmony. SERAA is committed to ensure accountability and transparency. Issue based discussion & awareness raising, Record keeping & Documentation, Legal Aid Service, Communication& coordination are main activity of this program.


Organizational structure and governance system of SERAA:

SERAA has three principal management organs through which the entire activity of the organization has been managed. Organs are as follows: General Committee, Executive Committee and Advisory Committee. There is a general body consisting of 30 members. They sit together twice a year to discus their ongoing activities and prepare future plan. There is also an Executive committee consisting of 9 members forming through regular election every after 2 year’s interval according to the approved constitution by the registration authority. The executive body sits together in each quarter as their quarterly meeting regularly. But to meet up any emergency, executive committee sits together with the general and advisory body as and when required. The Executive Director (ED) is nominated from the executive committee as sole implementer of SERAA. The executive director is responsible for coordination, collaboration and networking with donors and other relevant officials. Five (05) members’ management team and Organizational Development (OD) task force team including ED are responsible for managing, designing, planning, and decision-making, monitoring and evaluating the programs of SERAA. The management system is participatory and decentralized.

Accountability and transparency: SERAA is committed to ensure accountability and transparency. So SERAA always tries to provide quality services. It is accountable to donors, government as well as community people. SERAA is transparent regarding information, reporting, sharing and disseminating important ideas and messages.


Finance management procedure of SERAA:

The financial and accounting system is decentralized. The whole system is being functioned following a financial manual. This manual ensures uniformity among books, accounts and documents. At the project level, Project Manager prepares monthly financial requirement and respective report. At central level, compilations of all the reports take place and implement accordingly. Yearly audit is ensured as per NGO Affairs Bureau enlisted Chartered Accountants farm.


SERAA maintains separate cash-book and ledger for each project. Mother accounts are operated through joint signatures of Chairman, Executive Director and Finance Secretary. SERAA maintains a fixed asset register for recording all its assets.


Financial Reporting

SERAA prepares monthly financial statements for individual project account and it is centrally managed. Individual project offices prepared and sent to head office all the donor-wise financial report including receipts and payments accounts/fund overview, income and expenditure account and balance sheet as monthly basis. Head office consolidated the donor-wise financial reports and sent to donors according to their requirement as monthly/quarterly/half-yearly/yearly basis. All the reports are supported by bank balance certificate.



There is a system of external audit of the organization by a chartered accountants farm once in a year. The appointment of auditor is made by the decision of Executive Committee meeting. Donor-wise separate internal audit in terms of donors has been conducted time to time from the donor side.


Monitoring and Evaluation:

SERAA has own monitoring and evaluation method. SERAA follows different daily, weekly and monthly records for monitors the activities continuously. SERAA uses check list/Questionnaire for tracking out the laps and gaps of the respective programs. SERAA prepares assessment report (Quarterly/Half-Yearly/Yearly) on the Effect/Impact of the project interventions in terms of benefits for the beneficiaries. SERAA prepares participatory evaluation and appraisal report of the programs during implementation.

Partnership and Membership of SERAA:SERAA has partnership and membership with  other like minded different organization and network such as  ADAB, FNB, CAMPE, We Can, NAHAB, CSRL, BEN, DWA, BRAC and BNF.
